Please do as many of the following as possible.

Report it to the local authorities.

If this is occuring in the United States please report it to the American Kennel Club by email info@akc.org or phone: 919-233-9767 or fax: 919-233-3618 or write them at: AKC, 5580 Centerview Drive, Suite 200, Raleigh, NC 27606-3390. Also see the AKC Web pages to see if they have added special contacts for this purpose.
Also, report it to the Scottish Terrier Club of America's Corresponding Secretary.
Also, report it to the official publication of the nonprofit AKC Scottish Terrier Club of America.
